广东省人民政府办公厅2014年5月23日广东省支持外贸稳定增长实施方案为认真贯彻落实《国务院办公厅关于支持外贸稳定增长的若干意见》（国办发〔2014〕19号），舒缓我省外贸进出口下行压力，确保完成全年外贸进出口增长2.4%的目标任务，推动全省经济平稳健康发展，制定本实施方案。

I.Activelyexpandingimports 　　一、积极扩大进口 (1)Improvingimportcatalogueandinterestsubsidypolicy.TheCatalogueofTechnologiesandProductsEncouragedforImportinGuangdongProvinceshallberevisedandimproved,theimportinterestsubsidyscopeandcoverageshallbeexpanded,priorityshallbegiventosupportingtheimportsofadvancedtechnologies,keyequipmentandscarceresourceproducts,andenterprisesshallbesupportedinintensifyingtheeffortsontechnologicaltransformation.Applicationmodesshallbeimproved,andtheimportinterestsubsidyapplicationsmadebyenterprisesshallbeacceptedinarollingway.Thepolicyofthestateonfurtherreducingthetypesofgoodssubjecttoautomaticimportlicensingshallbeimplemented,andeffortsshallbemadetoenabletheMinistryofCommercetodelegatethepowerofissuing,printingandgrantingtheautomaticimportlicensesofironore,aluminaandothercommoditiestothecompetentcommercedepartmentsofcitiesatandabovetheprefecturelevel.(DepartmentofCommerceofGuangdongProvince,EconomicandInformationCommissionofGuangdongProvinceandDepartmentofFinanceofGuangdongProvinceshalltakechargeofthiswork) （一）完善进口目录和贴息政策。

修订完善《广东省鼓励进口技术和产品目录》，扩大进口贴息范围和覆盖面，重点扶持先进技术、关键装备及紧缺资源性产品进口，支持企业加大技术改造力度。

改进申报方式，滚动式接受企业进口贴息申报。

落实国家进一步减少自动进口许可货物种类政策，争取商务部将铁矿石、氧化铝等商品自动进口许可证签发、打印和发放权限下放到地级以上市商务主管部门。

（省商务厅、经济和信息化委、财政厅负责） (2)Acceleratingtheconstructionofimportserviceplatforms.Theissuanceofpolicymeasuresforsupportingimportedcommoditytradingcentersandimportserviceplatformsshallbeaccelerated,andtenimportedcommoditytradingcentersunderfocuscultivationshallbeaccreditedpriortotheendofJulythisyeartopromotetheconnectionbetweenimportanddomesticcirculation.TheCustomsshallgiveprioritytoapprovingtheaccreditedtradingcenterstoestablishbondedimportwarehousesandothersupervisedbondedplaces,andgivespecialsupporttherefor.Thequalifiedregionsshallbesupportedinapplyingforestablishingnationalimporttradepromotionandinnovationdemonstrationzones.(DevelopmentandReformCommissionofGuangdongProvince,DepartmentofCommerceofGuangdongProvinceandGuangdongSub-AdministrationofChinaCustomsshalltakechargeofthiswork) （二）加快进口服务平台建设。

加快出台扶持进口商品交易中心和进口服务平台的政策措施，今年7月底前认定10个重点培育的进口商品交易中心，促进进口与国内流通相衔接。

对获得认定的交易中心，海关优先批准设立进口保税仓库等保税监管场所，予以重点支持。

支持符合条件的区域申报创建国家进口贸易促进创新示范区。

（省发展改革委、商务厅，海关广东分署负责） (3)Increasetheimportsofimportantgoodsandmaterials.Thesupportfromthestatefortheconstructionofcrudeoil,coal,naturalgasandotherimportantmaterialreservesbasesinGuangdongProvinceshallbestrivedfor,andimportsofimportantmaterialreservesshallbeexpanded.Thequalifiedcrudeoilprocessorsshallbesupportedinapplyingforcrudeoilimportandusingqualificationsandexpandingcrudeoilimportchannels.TheimportsofbulkcommoditiesandproductionmaterialsurgentlyneededbyenterpriseproductioninGuangdongProvinceandconsumergoodscloselyrelatedtopeople'sdailylivesshallbeincreased.(DevelopmentandReformCommissionofGuangdongProvinceandDepartmentofCommerceofGuangdongProvinceshalltakechargeofthiswork) （三）加大重要物资进口。

争取国家支持我省原油、煤炭、天然气等重要物资储备基地建设，扩大重要物资储备进口。

支持符合条件的原油加工企业申请原油进口和使用资质，扩大原油进口渠道。

加大对我省企业生产亟需的大宗商品、生产资料，以及与群众生活密切相关的生活消费品进口。

（省发展改革委、商务厅负责） II.Ensuringexportrebound 　　二、确保出口止跌回升 (4)Exertingmoreeffortsinexploringkeymarkets.TheimplementationplansofGuangdongprovinceforfurtherstrengtheningitsexchangesandcooperationwithEuropeandotherregionsandcountriesshallbethoroughlyimplemented.WeshallseizetheopportunityofreboundingoftheEuropeanandNorthAmericanmarketstoexploreinanin-depthmannertheEuropeanandNorthAmericanmarkets.SuchemergingmarketsasASEAN,CentralAsia,SouthAmericaandAfricashallbeactivelyexplored.Morefinancialsupportshallbeprovidedforenterprises'participationinkeytradefairs,andallkeytradefairstobeorganizedandconductedoverseaswithinthisyearbytheDepartmentofCommerceofGuangdongProvince,ChinaCouncilforthePromotionofInternationalTrade(“CCPIT”)GuangdongSub-councilandotherdepartmentsaswellasallprefecturesandcitesofGuangdongProvinceshallbereviewedandpublicizedcomprehensively,andenterprisesshallbeencouragedtoactivelyparticipateinsuchtradefairs.(DepartmentofCommerceofGuangdongProvince,DepartmentofFinanceofGuangdongProvinceandCCPITGuangdongSub-councilshalltakechargeofthiswork) （四）加大重点市场开拓力度。

深入实施我省进一步加强与欧洲等地区和国家交流合作的实施方案，抓住欧洲、北美市场有所回暖的机遇，深度开拓欧洲、北美市场。

积极拓展东盟、中亚、南美和非洲等新兴市场。

加大对企业参加重点展销会的财政扶持力度，全面梳理并公布省商务厅、贸促会等部门以及各地市今年内拟在境外组织开展的各类重点展销会，鼓励企业积极参展。

（省商务厅、财政厅、贸促会负责） (5)Supportingenterprisesinseizingorders.Theactivityof“VisitstoHeadquartersofMultinationalCompanies”shallbeheldtoboosttheincreaseofcapitalandexpansionofproductionbytheWorldTop500enterprisesinGuangdong,andtheheadquartersofenterpriseswithpotential,cooperationintentionandhighvalue-addedprojectsshallbeprimarilyselectedasabreakthroughsoastoenableGuangdongprovincetowinmoreordersandinvestmentstherefromandensuretheimportandexportgrowthofkeyenterprises.Enterprisesshallbeorganizedtoparticipateinthe116thChina(Guangzhou)ImportandExportFair,the16thChina(Shenzhen)Hi-TechFair,the11thChinaInternationalSMEFairandotherimportantexhibitionswithintheterritoryofChinatopromotetheeffectiveconnectionbetweenkeyindustries,keyenterprisesandpurchasers,participatingmerchants,andtaketheopportunityofsuchexhibitionstoseizeorders.(DepartmentofCommerceofGuangdongProvinceandEconomicandInformationCommissionofGuangdongProvinceshalltakechargeofthiswork) （五）支持企业抢抓订单。

举办跨国公司总部行活动，促进在粤500强企业增资扩产，重点选择有潜力、有意向、高附加值项目的企业总部作为突破口，争取其将更多的订单和资金投放我省，确保重点企业进出口增长。

组织企业参加第116届中国（广州）进出口商品交易会、第16届中国（深圳）国际高新技术成果交易会、第11届中国国际中小企业博览会等境内重要展会，促进省内重点行业、重点企业与采购商、参展客商有效对接，利用展会抢抓订单。

（省商务厅、经济和信息化委负责） (6)Expandingtheexportsofkeyproducts.Thestrategyofinvigoratingtradethroughscienceandtechnologyshallbeimplementedthoroughly,theconstructionofinnovationbasesforrevitalizingtradethroughscienceandtechnologyandrelevantpublicserviceplatformsshallbestrengthened.Enterprisesshallbeencouragedtostrengthentechnologicalinnovationandinternationaloperations,theproportionofexportsofhigh-techproductsundergeneraltradeshallbeincreased,andtheexportsoftheproductswithindependentintellectualproperty,self-ownedbrands,independentmarketingchannels,high-techcontent,highvalueaddedandhighefficiencyshallbeexpanded.(DepartmentofCommerceofGuangdongProvinceshalltakechargeofthiswork) （六）扩大重点产品出口。

深入实施科技兴贸战略，加强科技兴贸创新基地及相关公共服务平台建设，鼓励企业加强技术创新和国际化经营，提高一般贸易项下高新技术产品出口比重，扩大自主知识产权、自主品牌、自主营销和高科技含量、高附加值、高效益产品出口。

（省商务厅负责） (7)Maximizingthetradepromotionroleof“internationalpresence”.Thestrategicdeploymentofthestateofbuildingthe“MaritimeSilkRoad”inthe21stcenturyshallbeimplemented,andenterprisesshallbeencouragedtoactivelyparticipateintheconstructionofinterconnectionandinterworkinginfrastructuresofcountriesalongsidethe“MaritimeSilkRoad”.Majorprojectinternationalcooperationandengineeringcontractingshallbeconductedforenterprises,whichshallbeparticularlysupportedbythespecialfundsfor“internationalpresence”ofGuangdongprovince.Enterprisesshallbesupportedinconductingoverseasinvestmentsbymeansofmergerandacquisitionofoverseasbrands,technologiesandproductionlines,amongothers,todrivetheproductexportsofGuangdongProvince.(DepartmentofCommerceofGuangdongProvince,DevelopmentandReformCommissionofGuangdongProvinceandDepartmentofFinanceofGuangdongProvinceshalltakechargeofthiswork) （七）发挥“走出去”的贸易促进作用。

贯彻落实国家建设21世纪海上丝绸之路的战略部署，鼓励企业积极参与海上丝绸之路沿线国家互联互通基础设施建设。

对企业开展重大项目国际合作和工程承包，省“走出去”专项资金予以重点扶持。

支持企业通过境外品牌、技术和生产线并购等方式开展境外投资，带动我省产品出口。

（省商务厅、发展改革委、财政厅负责） III.Acceleratingthecultivationofnewbusinessformsofforeigntrade 　　三、加快培育外贸新业态 (8)Cultivatingcomprehensiveforeigntradeserviceenterprises.Financediscountsupportshallbeprovidedforthefinancingloansofcomprehensiveforeigntradeserviceenterprises.Theexportgoodsunderacontractsignedbetweenadomesticmanufacturerandanoverseasentityorindividual,whichareexportedbyacomprehensiveforeigntradeserviceenterprisebymeansofself-support,iftheycomplywithprovisions,maybedeclaredbythecomprehensiveforeigntradeserviceenterprisefortaxrefund(exemption)inaccordancewiththeprovisionsonself-supportexport.Citiesatorabovetheprefecturelevelshallbesupportedandguidedincultivatingonetotwocomprehensiveforeigntradeserviceenterprises.Thecomprehensiveforeigntradeserviceenterpriseswiththeannualexportscaleofmorethan1billionUSdollarsinthePearlRiverDeltaregionshallbeawardedwith5millionyuan.Thecomprehensiveforeigntradeserviceenterprisesineastern,westernandnorthernGuangdongwhichcomplywiththeapplicationconditionsandhavebeenaccreditedbytheprovinceshallbegrantedwiththefinancialsupportof5millionyuan;andthosewiththeexportscalein2014ofmorethan1billionUSdollarsshallbeawardedwithanother5millionyuan.Toadapttothedevelopmentofcomprehensiveforeigntradeserviceenterprises,researchshallbemadeonestablishingthetypesofcomprehensiveforeigntradeserviceenterprisesintheenterpriseclassificationadministrativemeasuresoftheCustoms,inspectionandquarantineandotherentities,andthecorrespondingratingmanagementmeasuresshallbeimproved.Theregulatorymodesshallbeactivelyinnovatedon,and“greenchannels”shallbeestablishedinsuchprocessesascustomsdeclaration,inspectionandquarantineandtaxrefund.(DepartmentofCommerceofGuangdongProvince;DepartmentofFinanceofGuangdongProvince;GuangdongProvincialOfficeoftheSAT;GuangdongSub-AdministrationofChinaCustoms;andGuangdong,ShenzhenandZhuhaiEntry-ExitInspectionandQuarantineBureausshalltakechargeofthiswork)．．．．．． （八）培育外贸综合服务企业。

对外贸综合服务企业融资贷款给予贴息支持。

外贸综合服务企业以自营方式出口国内生产企业与境外单位或个人签约的出口货物，符合规定的可由外贸综合服务企业按自营出口的规定申报退（免）税。

支持和引导各地级以上市培育1－2家外贸综合服务企业。

对珠三角地区年出口规模超10亿美元的外贸综合服务企业，给予500万元奖励。

对粤东西北地区符合申报条件并经省认定的外贸综合服务企业，给予500万元扶持；其中2014年出口规模超10亿美元的，再给予500万元奖励。

适应外贸综合服务企业发展，研究在海关、检验检疫等单位关于企业的分类管理办法中设立外贸综合服务企业类型，完善相应评级管理措施。

积极创新监管方式，在报关、检验检疫、退税等环节设立“绿色通道”。
