Asof1998,therewere3026generaldispatchedworkagencies,6985specificdispatchedworkagencies,and9billiondispatchedlabors.Inashortspanof12years,thepopulationofdispatchedlaborhasgrownsixtimes,anditstillkeptincreasing.EspeciallyafterthelawoflabordispatchinginJapanchangedforthe4thtime.Inthe90s,EUlabordispatchingwasthefastestgrowingemploymentforminalloftheatypicalemploymentnetworks.Amongmostmemberstates,thepopulationofdispatchedlaborforcesmultipliedingrowth.TheILOwentontoapprovetheConventionConcerningPrivateEmploymentAgencies(NO.181),whichhadtwokeycorrections:First,correctedtheConventionConcerningFee-ChargingEmploymentAgencies(NO.96).Theactivitiesofprivateemploymentagencieswerenotconfinedtoplacementservicesandjobplacementanymorebuttheemployercouldprovidelaborerstothirdparties.Second,urgedtheinternationalsocietymemberstoattachimportanceontheflexibilityoflabormarket.BecauseofthelegislationofILOConvention181,itspurredbigprogressinthedevelopmentoflabordispatching. DispatchedLaborbyCountry[edit] Japan[edit] RegularlyEmployed[edit] Dispatchedworkagenciessendtheirregularemployedworkerstocliententerprisestoprovidelabor.Thelaborcontractsbetweendispatchedworkersanddispatchedworkagenciesareirregularlaborcontracts,thus,whethertheperiodofdispatchedcontractsexpireornot,itwillnotinfluencethelaborrelationbetweendispatchedworkersanddispatchedworkagencies.Aslongastherelationshipbetweendispatchedworkersanddispatchedworkagenciesexists,whetherdispatchedworkersengageindispatchedjobsornot,dispatchedworkagenciesstillhavetopaywagestodispatchedworkers. Germany[edit] (1)Non-profitlabordispatched:Employeesworksfortheiremployers,butatsomespecialsituations,employerslendthemtothethirdone.Employersneedemployeestoworkforthemforalongterm,andtheydon'tuseemployerstogetprofit,sotheyonlydispatchworkerstootherenterprisestemporarily;therefore,thiskinddispatchedworkers'wagesarebetterthanwhoareindispatchedworkagencies.Asaresult,thereisnoanyspecificlawtoregulatenon-profitlabordispatched.
