Preparations[edit] TropicalStormMorakotovereasternChinaonAugust9 Japan[edit] At0000 UTConAugust3,theJMAplacedtheMojiandYokohamanavtexareasunderagalewarning,sixhourslatertheyalsoplacedtheNahanavtexareaunderagalewarning.[8][9]Laterthatdayat1800 UTC,theJMAcanceledthegalewarningsfortheYokohamanavtexareahoweverat0600 UTCthenextmorningthegalewarningforYokohamawasreissued.[10][11]TheJMAkeptthesewarningsinforcebeforetheywereupgradedtoatyphoonwarningsasMorakotintensifiedintoatyphoononAugust5.[12]Earlythenextday,USmilitaryinstallationsonOkinawaraisedtheirTropicalCycloneConditionofReadiness(TCCOR)fromlevel4tolevel3whichmeantthatwindsexceeding50knots(93 km/h,57 mph)wereexpectedtoaffectOkinawawithin48 hours.[13]ThiscameastheJMAcanceledthewarningforYokohama. Philippines[edit] Fromtheirfirstwarning,PAGASAwarnedthatthedepressionwasexpectedto“enhancetheSouthwestMonsoonandbringoccasionalheavyrainoverLuzonandWesternVisayas”.[7]However,earlyonAugust6,theyplacedtheBatanesinNorthernLuzonunderPublicStormWarningSignal1(PSWS1),whichmeantthatwindsofupto35 kn(65 km/h)wereexpectedinBataneswithin36hours.TheythenplacedNorthernCagayan,Apayao,Ilocos,andNorteunderPSWS1laterthatday,asitmovedtowardTaiwan.TheykeptthesewarningsinplaceuntilearlyonAugust8,whentheyrevisedthewarningsdowngradingthesignalforNorthernCagayan,Apayao,IlocosandNorte,whileputtingBabuyanandCalayanIslandsunderPSWS1andthenearlythenextdayPAGASAreleasedtheirfinalwarninganddowngradeallsignalsforthePhilippines.[14] Taiwan[edit] August5,2009:20:30,theCentralWeatherBureauofTaiwanissuedaSeaTyphoonAlertforMorakot. China[edit] Morethan953,000residentsandmorethan35,000boatswereevacuatedbacktoshoreintheeasternandsoutheasternprovincesofthePeople'sRepublicofChina.[15]Afishingboatcapsizedwithninefishermenmissing.[16]Inall,roughly1.5 millionresidentswereevacuatedaheadofthetyphoon.[17]Atotalof34,000watercraftsoughtrefugeaheadofthestorm.[18] Impact[edit] Japan[edit] OnThursdayAugust6,shortlyaftermidday,MorakotlashedOkinawa-Hontowithwindgustsashighas65 mph(105 km/h),[19]strandingthousandsofsummerholidayairtravelers.NahaAirportexperiencedeastcrosswindsof50 mph(80 km/h)whichalmostcompletelyshutdowntheairport.Domesticandinternationalairlinesreported252flightscanceled,stranding41,648passengersatthepeakofthesummerObonholidays.SomeKadena-basedU.S.aircraftwereevacuatedaheadofMorakot.[19]ThesouthernmostislandgroupsofYaeyama,includingYonaguniandIshigaki,wereaffectedbygale-orstorm-forcewinds. Philippines[edit] FloodinginthePhilippines InthePhilippines,elevenvillages(Pagudpod,SanJuan,Baton-lapoc,Carael,Tampo,Paco,SanMiguel,Bining,Bangan,andCapayawan)weresubmergedin4-to-5-foot-deep(1.2to1.5 m)floodsafterthePinatuboDikeoverflowedaround4:00 p.m.onAugust6,2009.[20]Jointmilitaryandpolicerescueteamsrescued3Koreansand9Canadiannationals.About29,000peoplewereaffectedbyMorakot;ninepeoplewereconfirmeddead.[21][22]ThreeFrenchtouristsandtwoFilipinoguideswerekilledinaflashfloodcausedbyalandslide.Thousandsweretrappedonrooftopsorintreesawaitinghelicopterrescueattemptsandthousandslosttheirhomes.Atleasttwopeoplediedduetoflooding.Landslidesclaimedthelivesofnolessthantwelveminersafteraminecavedin.Schoolssuspendedtheirclassesinthehardesthitarea,andhighwaysclosedduetolandslides.[23] Taiwan[edit] ThecoastofKeelung,Taiwan,whereschoolswereclosedaheadofthetyphoon,Morakotcausedlandslides,severefloods,blewdowntreesandbillboards,andstrippedroofsfrombuildings.[24]AfterMorakotlandedatmidnightonAugust8,almosttheentiresouthernregionofTaiwan(ChiayiCounty/ChiayiCity,TainanCounty/TainanCity(nowmergedasTainan),KaohsiungCounty/KaohsiungCity(nowmergedasKaohsiung),andPingtungCounty)andpartsofTaitungCountyandNantouCountywerefloodedbyrecord-breakingheavyrain.TherainfallinPingtungCountyexceeded2,600millimetres(100 in),breakingallrainfallrecordsofanysingleplaceinTaiwaninducedbyasingletyphoon.[25]AirlinesinTaiwandidholdsomeflightsinandoutofairports,butseaportswereclosed.Electricitysupplieswerecuttoapproximately25,000homes.[26] SiaolinVillage,amountainvillagewith1,300residentsinJiasianTownship,wasburiedbyamassivelandslide(andsubsequentflood)thatdestroyedthetown,andresultedin465deaths.[27]ItwasreportedthatallroadstowardNamasiaTownshipwereeitherblockedorwashedawaybyseveremudflows.Hundredsofresidentsweretrappedforfourdays,andwererunningoutoffoodandwater.Inaddition,waterandelectricityhadbeencut.[28]OtheraffectedareasincludedtheTaimaliRivermouth,theZhibenRivercatchment,theGaopingRiverbridgelinkingLinyuanandXinyuantownshipsattheboundarybetweenKaohsiungandPingtungcounties,andseveralcatchmentsinPingtungCountywheretheriversflowintotheTaiwanStrait.[29]Arescuehelicopter,workingtoretrievesurvivorsofthemudflowcrashedintoamountainsideearlyonAugust 11,killingthethreeoccupants.Crewswereunabletoreachthewreckageduetothesteepterrain.[30] AswollenriverinTaitungCountyundermined51homesandsweptthemawayintothePacific,leavingnumerousresidentshomeless.Nopeoplewereinthehomeswhentheycollapsedintotheriver.[31]InthefamousZhibenHotSpringsarea,thesix-storyJinshuaiHotelwasdestroyedwhenitcollapsedintotheZhibenRiverafterbeingunderminedbyfloodwaters.Severalstoresinfrontofthehotelwerewashedawaydaysearlierastherivercontinuedtooverflowitsbanksandinundatenearbytownsandcities.RunningwaterinTainanCountyto280,000wasshutdownasfloodwaterscontaminatedthelocalreservoir.[32]Twentybridgesweredestroyedduetothetyphoon,witheightbeingonaProvincialHighway.SevenofthoseonahighwaywereinKaohsiungorPingtung.[33][34][35]Additionally,atleast16landslidedamswereformedduringthetyphoon.[36][37][38]MostofthedamagedonetorailwaysarelocatedinthesouthonthePingtung,Taitung,andSouthLinklines.Also,theAlishanForestRailwaysawsomeseriousdamage.[39]AccordingtotheMinistryofEducation,1,273schoolswereaffectedbythetyphoon,accumulatingalossof$1.87billionNTD.TheNationalMuseumofPrehistory,NationalScienceandTechnologyMuseum,andFonghuangguBirdandEcologyParkwerealldamagedbythetyphoon.[40][41] AccordingtostatisticsoftheMorakotPost‐DisasterReconstructionCounciluptoFebruary4,2010,thedisasterresultedin677deaths,4severelyinjured,and22missingpersons,aswellasanadditional25bodiesthatwerenotidentified:atotalof728persons(cases).[42]Therecord-breakingrainsalsocausedcatastrophicagriculturallosses,withestimatesreachingNT$9 billion(US$274 million).Atitspeak,roughly1.58 millionwerewithoutpoweracrosstheislandandover710,000werewithoutwaterpressure.[43]TourismlossesduetothetyphoonwereestimatedtobeatleastNT$800 million(US$24.4 million).[44]TheCouncilofAgricultureestimatesthatatotalofNT$19.217billion(US$605 million)waslostduetothetyphoon,makingitthesecond-costliesttyphoonbehindTyphoonHerbin1996.Outofthis,farmslostNT$12.9billion,fisherieslostNT$4.7billion,andlivestocklostNT$1.6billion.[45] ProvincialHighway16collapsed,causingsevencarstobewashedintotheZhuoshuiRiver. However,Morakotalsoendedamonth-longdroughtandreplenishedreservoirsenoughtowarrantanendtowaterrationing.[46]TyphoonMorakotcausedZengwenReservoir,whichwasoriginallyshortonwater,tosuddenlyexceedcapacity.[47][48]Inresponsetotheexcesswater,thereservoirreleasedover100,000,000litersofwater,whichisabout80%ofthedam'stotalcapacity.[49][50]ThereleaseofwatercausedseverefloodingalongtheZengwenRiver;inXiaobeiVillageinMadouTownship,thewaterlevelreachedastoryhigh.[51] The"LittleThreeLinks"betweenKinmenoftheRepublicofChinaandXiamenofthePeople'sRepublicofChinawassuspended.AlmostallreservoirsinKinmenCountywerefull.WindsatForce13ontheBeaufortscalewererecordedintheMatsuIslands. NationalDisasterPreventionandProtectionCommissionisthetask-force-groupedcommitteeauthorizedbythelawofDisasterPreventionandProtection.[52] NantouCounty[edit] AbrokenbridgeontheTRASouth-linklineinTaimaliTownship. ThemostdamagedonetoNantouCountywasinXinyi,whichhadthegreatestrainfallinthecounty.[53]ThecurrentsoftheChenyoulanRivercausedthefoundationsofroadsandbuildingstobewipedaway.[54]AbuildinginLonghuaElementarySchooltilted30degreesasaresultofthefoundationsbeingwashedawayandwasonthevergeoffallingintotheriver.[55] ProvincialHighway16collapsedbetweenJijiandShuili,causingsevencarstobewashedintotheZhuoshuiRiver.Sofar,onlyfouroutoffifteenbodieshavebeenrecovered.[56] KaohsiungCounty[edit] KaohsiungCountysawover2,500millimetersofrainfallwithinthreedays(Kaohsiungtypicallyreceivesthesameamountofraininayear).Therainbroughtseverefloodsontheplainsandlandslidesinthemountains.OnAugust14,XiaolinVillagewascompletelycoveredduetoalandslide,causingthedeathsof398people. Duetotherain,manybridgeswerewashedaway,includingthoseonProvincialHighways20,21,and27andthebridgetotheMaolinNationalScenicArea.14peoplewentmissingafteraweirunderconstructionwaswashedaway.[57] PingtungCounty[edit] PingtungCountyisoneoftheareashardesthitbythetyphoon.DuetothecollapseofembankmentalongtheLinbianRiver,therewasseverefloodinginLinbianandJiadong,withJiadongreportingflooddepthsoftwostories.EmbankmentsalongtheLaonongRiveralsocollapsed,causingfloodinginGaoshu.AbridgeonProvincialHighway24collapsed,effectivelycuttingoffWutaiTownshipfromtherestofthecountry. AccordingtotheWaterResourcesAgency,theareawiththehighestrainfallwasinWanluanTownshipwith135millimetersperhour.ThetotalhighestrainfallwasrecordedinSandimenTownshipwithover2500millimeters.[58] TherailwaysinPingtungalsotookahugehit,withthePingtungLinetaking6monthstorepair.[59]LinbianTrainStation'straintrackswereentirelycoveredinmudafterseverefloodingthere.[60] TaitungCounty[edit] MostofthefloodinginTaitungCountyoccurredinthesouthpartofthecounty,withDaren,Taimali,andDawuTownshipsbeingespeciallyhardhit. FloodingwasespeciallyseriousinZhibenHotSprings,with200metersofitsmainroadwashedaway.OnAugust9,theJinshuaiHotel's(金帥溫泉大飯店)foundationswerewashedaway,andtheeight-storyhoteltoppledoverintotheZhibenRiver.Soonafterward,thetopthreefloorsofthehotelwerewashedaway.[61][62] TheTRASouthLinkLinewasalsohardhit,withtwoofitsbridgesbeingwashedawayinTaimaliTownship.[63]TheTaimaliRiveralsoflooded,destroyingalargeportionofTaiheVillageinTaimali.[64][65] Othercounties[edit] InChiayiCounty,embankmentsalongtheBazhangandPuziriverscollapsed,causingfloodinginPuziTownship.[66]Sincethecoastalareasarelowerinelevation,therewasalsowidespreadfloodinginDongshi,Budai,andYizhu.[67]ManyvillagesinAlishan,Meishan,Zhuqitownshipssawfloodinganddestructiondonetotheirinfrastructure.TheAlishanForestRailwaysawsomeseriousdamage,andrepairstookaboutayear.[68][69] CentralandNorthTaiwansawsomelesssevereflooding,withthemostseriousinDachengandErlininChanghuaCounty. China[edit] Duringafour-dayspan,Morakotproducedupto1,240 mm(49 in)ofraininZhejiangprovince,thehighesttotalinnearly60yearsintheprovince.AlandslideinPengxi,atthefootofamountain,destroyedathree-storyapartmentbuilding,withsixpeopleinside.Allsixwererecoveredfromtherubbleofthestructure.However,twolaterdiedoftheirinjuries.[17]InWenzhou,alargelandslidedestroyedsixapartmentbuildings,buryinganunknownnumberofpeople,someofwhomwerefeareddead.[70]Onepersonwaskilledaftertorrentialrainscausedthehousehewasintocollapse,aswellasfourothernearbyhomes.[71] InXiapucounty,thelocationofMorakot'slandfallinChina,136,000peoplereporteddamagetotheirhomesfromfloodingorlandslides.Thefishingsectorofthelocalindustrysustainedroughly200 millionyuan(US$29 million)inlosses.Fourteentownshipsinthecountywereflooded.Anestimated3.4 millionpeoplereportedpropertydamagethroughoutZhejiangprovince,withatleast1,600homesbeingdestroyed.[71]Atleast10,000homesweredamagedordestroyedbythestormandover1 millionacres(4,000 km2)offarmlandwasinundatedbyflooding.InChina,damagesfromthestormamountedto$1.4 billion.[17]Over11 millionpeoplewereaffectedbyTyphoonMorakotthroughouteasternChina.[72] Oildeliveries[edit] ThetyphoonhasresultedinsomeidentifiablebutlimitedimpactonoildeliveriestoEastAsiandestinations.AtleasttwofueloilcargoesinEastChinaweredelayedduetoTyphoonMorakot.Thisincluded90,000-mtVenezuelanfueloilcargowithZhoushaninZhejiangProvince.Therewasareportthatan18,000-mtcargoofSingapore-originwithfueloilonboardforanAugust10deliveryintoZhangjiaganginJiangsuProvincewaspostponedtoAugust15.
