評估可行性及成效
•回答評估題時,正、反雙方的意見都要
列出!
1.引言/主旨句:
•我認為實行最低工資的成效/可行性
頗高(頗大)/頗低(頗小),因為
xxx
3.
2.內文:
•分作四段,分別列出
a.可行的原因
b.不可行的原因
c.有成效的原因
d.成效較低的原因
注意:是「成效較低」,不是「沒成效」
4.
•可以用「雖然、但是」、「另一方面」等
字眼來連接正、反意見
3.段落小結:
•由此可見,最低工資是
有效的/效用較低;
很大程度上可行的/不可行的。

必須注意
•請留心自己的立場,
不要單純只分開列出了四段就算
•需要因應自己的立場,而為各段的篇幅進
行減增
•並且在最後要顯示出是經過思考後,你
得出的立場你

例如:
你認為某個政策是可行的,那麼你在說明時
,「可行」的篇幅就可能需要較多,而「不
可行」方面的篇幅就可以較少
然後在最後作小結時,就表示:
「雖然xx政策有不可行的地方,例如
xxx,但是整體上,我認為對政策實行時的
影響不大,因此我認為政策的可行性仍然是
高的。
」

•什麼是「可行性」?
•指政策/法例/方法/建議等,在落實執
行時會否遇上困難

「可行性」的考慮點:
•「定義」是否清楚?
•有沒有明確標準作判斷?
•資源是否足?夠(主要是財務上是否可行)
•由誰來執行?人手是否足?夠
•會否牽涉很多不同的人/利益團體/階層
?
•能否平衡到不同持分者的利益?
•是否與市民普遍的價觀有衝突值?等

成效
•首先,要評論是否有成效時,需要考慮條
例/政策/方法/建議是否能達到本身
的預期目標
•因此在回答問題時,需要先指出
「目的」,然後才加以解釋

「成效」的考慮點:
•短期內能見效vs需要較長時間才能見效
•支持人數(討論「可行性」時都可以用)
•能否直接解決想要解決的問題?(針對性)
•代價會否太大?(主要由「成本」方向考慮)
•會否引起其他更大的問題?

•假如某些論點在「可行性」及「成效」均
可使用,應該如何?
兩邊都可使用。
不過在再次提及之時,背景
資料就不用交待得這麼詳細,可以簡單地
說:
「正如在上文提及過的xx例子,」
•不過請時刻記住的回應角度及方向你
,不要亂!搞

例:最低工資
可行性:
•可行:
容易執行,因為所有工種都劃一工資
不需要動用太多政府資源
大部份市民(基層)都同意制定最低工資,
執行時阻力不會太大
最低工資的時薪是由各團體共同協商後所
得出的共識,因此執行時阻力不會太大

•不可行:
部份主仍然強烈反對實行最低工資僱

•成效:
•目的:
提高低收入人士的收入,藉此提升他們的
生活素質
•有成效:
•具針對性,可令低收入人士即時提升收
•大多數市民都支持實行最低工資

•成效較低:
部份主會利用灰色地帶逃避繳付最低工資僱
例:扣飯鐘、強迫員成為「假自人士」僱僱
令主成本增加,可能令部份員工被解,僱僱
因而不能受最低工資的保障
可能令部份市民失去政府提供的津貼/資助
例:公屋、低收入綜援、書簿津貼
