5. 必須注意 •請留心自己的立場， 不要單純只分開列出了四段就算 •需要因應自己的立場，而為各段的篇幅進 行減增 •並且在最後要顯示出是經過思考後，你 得出的立場你 6. 例如： 你認為某個政策是可行的，那麼你在說明時 ，「可行」的篇幅就可能需要較多，而「不 可行」方面的篇幅就可以較少 然後在最後作小結時，就表示： 「雖然xx政策有不可行的地方，例如 xxx，但是整體上，我認為對政策實行時的 影響不大，因此我認為政策的可行性仍然是 高的。

」 7. 可行性 •什麼是「可行性」？ •指政策/法例/方法/建議等，在落實執 行時會否遇上困難 8. 「可行性」的考慮點： •「定義」是否清楚？ •有沒有明確標準作判斷？ •資源是否足？夠(主要是財務上是否可行) •由誰來執行？人手是否足？夠 •會否牽涉很多不同的人/利益團體/階層 ？ •能否平衡到不同持分者的利益？ •是否與市民普遍的價觀有衝突值？等 9. 成效 •首先，要評論是否有成效時，需要考慮條 例/政策/方法/建議是否能達到本身 的預期目標 •因此在回答問題時，需要先指出 「目的」，然後才加以解釋 10. 「成效」的考慮點： •短期內能見效vs需要較長時間才能見效 •支持人數(討論「可行性」時都可以用) •能否直接解決想要解決的問題？(針對性) •代價會否太大？(主要由「成本」方向考慮) •會否引起其他更大的問題？ 11. •假如某些論點在「可行性」及「成效」均 可使用，應該如何？ 兩邊都可使用。
