 ArticleI-ScopeThisImplementingArrangementdescribesthescientificandtechnicalactivitiestobeundertakenbytheAmericanInstituteinTaiwan(AIT),throughitsdesignatedrepresentative,theGlobalSystemDivision(GSD),(formallytheForecastSystemsLaboratory)oftheEarthSystemResearchLaboratory(ESRL)oftheNationalOceanicandAtmosphericAdministration(NOAA),UnitedStatesDepartmentofCommerce.ItprovidesforcontinuingdevelopmentoftheforecastsystembeingdevelopedbytheJointForecastSystemsProject.ThisprojectisacooperativeeffortbetweentheCentralWeatherBureau(CWB),thedesignatedrepresentativeoftheTaipeiEconomicandCulturalRepresentativeOfficeintheUnitedStates(TECRO),andAIT’sdesignatedrepresentative,NOAA/ESRL/GSD.ThisImplementingArrangementisofmutualinteresttobothTECROandAIT,hereafterreferredtoastheparties.TheproductsofthisImplementingArrangementwillprovidesubstantialvaluethroughdevelopmentofnewandupgradedcapabilitiesandapplicationsthatcanbeintegratedintootherNOAA/ESRL/GSDsystems.ArticleII-AuthoritiesTheactivitiesdescribedinthisImplementingArrangementwillbecarriedoutunderthegeneraltermsandconditionsestablishedbytheAgreementbetweentheTaipeiEconomicandCulturalRepresentativeOfficeintheUnitedStatesandtheAmericanInstituteinTaiwanforTechnicalCooperationinMeteorologyandForecastSystemsDevelopment(TECRO-AITAgreement),andanysubsequentrevisionasagreedtobytheparties.ThisImplementingArrangementisthetwentysecondsucharrangementunderasuccessionofumbrellaagreementsbetweenTECROandAIT.ThisImplementingArrangementisherebyattachedtothatAgreementandbecomespartoftheAgreement.ArticleIII-ServicesDuringtheperiodofImplementingArrangement#22,TECRO’sandAIT’sdesignatedrepresentativesrespectively,theCWBandNOAA/ESRL/GSDjointteam,willexpandourworktoaddressthehazardousweathertheme.Ninetasksareidentifiedas:(1)developmentandimprovementofsatelliteproductsfortropicalstormmonitoringandprediction,(2)RealtimeanalysisandforecastingwithARPSsystem,(3)ImprovementandverificationofshortrangeforecastingusingSTMASwithremotesensingdata,(4)HRQ2(High-resolutionQuantitativePrecipitationEstimationandQuantitativePrecipitationForecast)applicationsimprovement,(5)Enhancementofnowcastingdecisionassistancetools,(6)Developmentofhighresolutionproductgenerationassistancetools,(7)InstallationofNOAAScienceOnaSphereR(SOS),(8)GPSRadioOccultationsatellitedataassimilationusingtheNCEP/JCSDAGridpointStatisticalInterpolation(GSI)analysissystem,and(9)Continuinginteractiononearliercooperativeprojects.TasksunderthisImplementingArrangementrangefromfullscaledevelopmentalcollaborationtosystemupgradesandsupportthatallowsystemstooperatewiththelatesttechnicalandscientificcapabilitiesandspecifications.Theseongoingactivities,describedinmoredetailintheStatementofWork,willincludethefollowingninetasks:Task#1DevelopandimprovesatelliteproductsfortropicalstormmonitoringandpredictionPrimaryhazardsfromtropicalcyclonesincludingstormsurge,inlandfloodingandwinddamage(directlyfromthestormwindsandfromtyphoon-spawnedtornados).Preparingforthesehazardsrequiresaccurateforecastingofstormtracks,stormintensities,sizesofstormwindfield,andprecipitation.Theseforecastsarecurrentlyobtainedfromnumericalmodelpredictionsandfromsimplerempirically-basedtechniques.TheUnitedStates(NOAA/NESDISandNASA)hasinvestedinsatelliteproductsfromoperationalandresearchsatellitesthatcanbeusedforstormmonitoringandforecasts.But,theproductqualityneedstobeimprovedfurtherunderseverestormconditions.Also,transitionofexistingalgorithmsandproductstooperationalcentersneedstobeimprovedandaccelerated.DuringImplementingArrangement#22,AIT’sdesignatedrepresentative,NOAA/ESRL/GSD,agreesthatNOAA/NESDIS(NationalEnvironmentalSatellite,Data,andInformationService)willleadthistask.NESDISwillprovidetheaccesstoadvancedmicrowavesatelliteproducts,productanalysissystemandalgorithmsforSSTandSSWproductsfromtheAquasatellite.NESDISwillalsoprovideimprovedmicrowavesoundingproductsandthedataprocessingsystemfromAMSU(AdvancedMicrowaveSoundingUnit)andSSMIS(SpecialSensorMicrowaveImagerandSounder).Inordertodemonstratetheforecastimprovementvalueofusingsatellitedata,NESDISwillimprovethequalitycontrolsoftwareformicrowavesoundingproducts,developtangentlinearandadjointsofcloudsandmoisturephysics,anddemonstratetheuseofmicrowavesoundingproductsoverlandintheNWPsystem.ThistaskwillbenefitTECRO’sdesignatedrepresentative,CWB,inimprovingtheuseofsatelliteproductsfortropicalstorms’monitoringandprediction.Task#2Real-timeanalysisandforecastingwithARPSsystemTheARPS(AdvancedRegionalPredictionSystem)hasbeendevelopedattheCenterforAnalysisandPredictionofStorms(CAPS)attheUniversityofOklahoma.TheARPSacomprehensiveregionaltostorm-scaleatmosphericmodelingsystem.Itisacompletesystemthatincludesarealtimedataanalysisandassimilationsystem,aforwardpredictionmodelandapost-analysispackage.Theassimilationofradarandotherhigh-resolutionobservationsforconvective-scaleforecastingisanotedstrengthoftheARPSsystem.The3DVAR-cloudanalysispackageofARPSisacomputationallyefficientforproducingconvective-scaleinitialconditionincludingradardata,whileARPS’sEnsembleKalmanFilter(EnKF)dataassimilationsystempromisestoprovideoptimalinitialconditionsforbothdeterministicandensemblepredictionswhencomputationalresourcesbecomeavailable.DuringImplementingArrangement#22,AIT’sdesignatedrepresentative,NOAA/ESRL/GSD,agreesthatCAPSattheUniversityofOklahomawillleadthistask.CAPSwillsetupanARPSdomainwithintheCWB’sNonhydrostaticForecastSystem(NFS)model,assimilatingradardataforCWB’sinitialARPSForecastSystem.TECRO’sdesignatedrepresentative,CWB,willprovidesupporttosetupCWB’sHPCsystemsforrunningtheARPSForecastSystematCWB.CAPSwillperformcasestudiesforheavyprecipitationcases,thatincludetheevaluationofdomainsize,computationalrequirementsandconfigurationsforHPCplatforms,aswellasforecastperformanceevaluation.ThistaskwillbenefitTECRO’sdesignatedrepresentative,CWB,inimprovingitsshort-rangeforecastingcapabilities,inparticular,thoserelatedtoheavyprecipitation.Task#3–Improvementandverificationofshort-rangeforecastingusingSTMASwithremotesensingdataSTMAS(SpaceandTimeMulti-scaleAnalysisSystem)isanewandadvanceddataassimilationtechniquewithasuperioranalysisadvantage.STMAScombinestheadvantagesofobjectiveanalysisandmodernvariationalanalysisintoaunifieddataassimilationsystemandremovesthelimitationsofthesedataassimilationschemes.Duringthepastfewyears,TECRO’sdesignatedrepresentative,CWB,hasdemonstrateditsbenefitfromusingthissystemforitsoperationalapplicationsespeciallyforsurfaceanalysisandverificationagainstobservationdata.DuringImplementingArrangement#22,twoSTMAStaskswillbeperformedbyAIT’sdesignatedrepresentative,NOAA/ESRL/GSD;oneisSTMASsurfaceanalysis,andtheotherisSTMAS3Dsystemimplementation.ThesurfaceanalysisismainlyusedforCWBweatherreanalysistoprovidetheground-truthforestablishingclimatologystatistics.TheSTMAS3DsystemcanfurtherimproveCWBweatherreanalysisusingupperairdatasetstoovercomethecomplexterraineffect.UndertheSTMASsurfaceanalysistask,AIT’sdesignatedrepresentative,NOAA/ESRL/GSD,willmodifythesoftwarepackagetoimprovetheperformanceagainstcomplexterrainproblemsinTaiwantomeettheapplicationrequirementforTECRO’sdesignatedrepresentative,CWB.Also,theAIT’sdesignatedrepresentative,NOAA/ESRL/GSD,willstartdevelopingamulti-grid4DVARsystemtohandleterrainchanges.WithsupportofAIT’sdesignatedrepresentative,NOAA/ESRL/GSD,TECRO’sdesignatedrepresentative,CWB,willperforma3-yearreanalysiswithcalibratedparametersforSTMAS,suchaslength-scale,multi-gridlevels,smoothingandpenaltyfunctionforvariousreanalysisfieldssuchasP,T,Td,U,Vandprecipitation.Foralonger-termreanalysis,acarefulverificationisrequiredtoexamineeachofthereanalysisfieldsandtobuildupclimatologyverificationstatistics.TheseverificationstatisticscanprovidevaluableevidenceforfurtherimprovementofSTMASsurfaceanalysisinthefuture.UndertheSTMAS3Dsystemimplementingtask,AIT’sdesignatedrepresentative,NOAA/ESRL/GSD,willassimilateallconventionaldataandradarradialwind,performcasestudies,andinitializetheWRFmodelwithSTMAS3DattheGSDfacility.AIT’sdesignatedrepresentative,NOAA/ESRL/GSD,willstartthemodelforecastprocessusingtheSTMASanalysis,anddevelopahot-startcapabilityusingtheSTMAS3Dradarreflectivityanalysisoperator.ThiswillbeappliedtotheCWBregionalmodelsforimprovingshortrangeforecasts.TECRO’sdesignatedrepresentative,CWB,andAIT’sdesignatedrepresentative,NOAA/ESRL/GSD,willcollaborateontheverificationandmodelinitializationoftheSTMAS3Dsystem.ThistaskwillbenefitTECRO’sdesignatedrepresentative,CWB,inimprovingandverifyingshortrangeforecastingoperations.Task#4–HRQ2(High-ResolutionQuantitativePrecipitationEstimationandQuantitativePrecipitationForecast)applicationsimprovementDuringImplementingArrangement#22,AIT’sdesignatedrepresentative,NOAA/ESRL/GSD,agreesthattheNationalSevereStormsLaboratory(NSSL)willcontinueresearchtowardsrefinement,development,andmaintenanceofHRQ2applicationsrequiredforTECRO’sdesignatedrepresentatives,CWB,WaterResourcesAgency(WRA),andtheSoilandWaterConservationBureau(SWCB)operations.TheNSSLresearchisdirectedtowardstheintegrationofthedual-pol(dual-polarization)radarapplicationsintheHRQ2system.Thistaskwillincludetheintegrationofthedual-polradarreflectivityandtheradarQPEinthereal-timeHRQ2systemtosupportCWBoperations.Thistaskwillperformaninitialevaluationofthereal-timereflectivitymosaicandQPEwithdual-polradar.Twobrand-newC-banddual-polradarshavebeeninstalledinTaiwan(RCMKatMakungandRCCKatChingChungKung).Theseradarswilladdnewcapabilitytomeasurerainfallanddiscriminatehydrometertypes.ThesetworadarsandaCWBradaratChi-KuowillprovideexcellentareacoverageoverthewesternTaiwan.NSSLwillimplementahydrometerclassificationalgorithmandaQPEmergingalgorithmencompassingthedualpolarizedradars.NSSLwillmakeavailabletotheCWB,asrequested,softwaresourcecodeforthehybridscanreflectivitymodule,dual-polhydrometerclassificationmoduleanddual-polQPEmodule.Task#5–EnhancementofnowcastingdecisionassistancetoolsDuringImplementingArrangement#22,AIT’sdesignatedrepresentative,NOAA/ESRL/GSD,agreesthattheMeteorologicalDevelopmentLaboratory(MDL)willprovidetechnicalsupporttotheTECRO’sdesignatedrepresentative,CWB,toenhanceCWB’scurrentforecastworkstation,calledtheWeatherIntegrationandNowcastingSystem(WINS),intheareaofnowcastingdecisionassistancetools.OneoftheMDLmissionsistodevelopacomprehensivesuiteofdecisionassistancetools,calledSCAN(SystemforConvectionAnalysisandNowcasting),implementedinAWIPStocoverthefullscopeofhydro-meteorologicalphenomenaandforecasterresponsibilities.ThecurrentMDLactivityistomigrateSCANfromAWIPStoAWIPSII.OneoftheSCANsuitesisSAFESEAS(SystemonAWIPSforForecastingandEvaluationofSeasandLakes),whichisadecisionassistancetoolengineeredtocontinuouslymonitormarineandadjacentoverlandconditionsforspecificmarineweatherhazards.ItautomaticallyalertsCWBforecasterswhensuchconditionsaredetected.SAFESEASprovidescapabilitiestodisplayobservedmarineconditionsinwaysthathelpCWBfocusonthemostimportantevents.Thus,thebenefitofSAFESEASistoassistCWBinmakingfast,earlier,andhigher-qualitydecisionsregardingmarinewatchesandwarnings.DuringImplementingArrangement#22,MDLwillprovideSAFESEAStechnicalsupportandcustomizethethresholdsatwhichconditionswillbeconsideredthreateningandthethresholdsatwhichconditionswillbeconsideredhazardous.MDLwillalsoprovideexperiencetoCWBforecastersfortrainingandevaluationofusingotherdecisionsassistancetoolssuchasFFMPA(FlashFloodMonitoringandPredictionAdvanced),andthepreliminaryANC(AutoNowCaster)system.Task#6–Developmentofhigh-resolutionforecastproductgenerationassistancetoolsDuringImplementingArrangement#22,AIT’sdesignatedrepresentative,NOAA/ESRL/GSD,willcontinueprovidingtechnicalsupportonGFE,andTextFormatter(TF)andGHG(GraphicalHazardsGenerator)tosupportCWB’sdevelopmentofformatterinfrastructureofFIES(ForecastInformationEditingSystem).CWBplanstoimplementitsownrule-basedChinesetextformattertoprovideaheavyrainfallreport.GSDwillalsoprovidenecessarytrainingtoCWBvisitor(s)toimplementsuchaChinesetextformattersystemaspartofCWB’sFIES.GFE/verificationsystemsoftwaretraining(BOIVerify)wascoordinatedbytheAIT’sdesignatedrepresentative,NOAA/ESRL/GSD,toTECRO’sdesignatedrepresentative,CWB,duringImplementingArrangement#21.GSDwillcontinuetocoordinatenecessaryforecastertrainingofusingBOIVerifyduringhazardousweathersituationsduringImplementingArrangement#22.ThebenefitofthistaskisfortheTECRO’sdesignatedrepresentative,CWB,toestablishitstextformatterinfrastructureandassistancetoolstosupportthehighresolutionforecastproductgeneration.Task#7–InstallationofNOAAScienceOnaSphereR(SOS)ScienceOnaSphereR(SOS)isalargevisualizationsystemthatusescomputersandvideoprojectorstodisplayanimateddataontotheoutsideofasphere.SOScandisplaydynamic,animatedimagesofatmosphere,oceans,earthquakes,andthelandofaplanet.DuringImplementingArrangement#22,AIT’sdesignatedrepresentative,NOAA/ESRL/GSD,willprovidestandardSOSimplementation,consultation,setupandtrainingtotheTECRO’sdesignatedrepresentative,CWB.GSDwillalsoprovidecurrentlyavailableNOAASOSeducationcontentmaterialandwillprovidetrainingtoenhancepresentationskillsduringinstallation.CWBwillberesponsibleforallnecessaryhardwareprocurementsandsitefacilitypreparationsassociatedwiththeSOSsystem.ThebenefitofSOSisforCWBtopossessanexcellentvisualizationtooltoexpandmeteorologicalserviceswithlocalgovernmentagenciesandtopromotepubliceducationofhazardousweathermonitoringandforecastingforeducationalinstitutions.Task#8–GPSRadioOccultationsatellitedataassimilationusingtheNCEP/JCSDAGridpointStatisticalInterpolation(GSI)analysissystemAspartoftheCOSMIC(ConstellationObservingSystemforMeteorology,IonosphereandClimate)mission,TECRO’sdesignatedrepresentative,CWB,willsupporttheinclusionofGPSRadioOccultation(RO)observationsfromtheCOSMICmissionintotheNCEP’sregionalsystemtoimplementtheGridpointStatisticalInterpolation(GSI)dataassimilationofGPSradiooccultationdataunderthejointcollaborationprojectbetweenNOAA/NASA/DoD,JCSDAandCWB.NCEPistheNationalCentersforEnvironmentalPredictionunderNOAA’sNWS.JCSDA(JointCenterforSatelliteDataAssimilation)isamulti-agencyresearchcentertaskedwithimprovingtheuseofsatellitedataforanalyzingandpredictingweather,theocean,climateandtheenvironment.JCSDApartneragenciesareNASA(NationalAeronauticsandSpaceAdministration),NOAAandDoD(DepartmentofDefense).ThemainobjectivesofthiscollaborativeprojectaretotuneandtesttheassimilationofGPSROdataintheNCEPregionalsystemandtoaccelerateandenhancetheuseofGPSROdatainglobalnumericalweatherpredictionatCWB.Currently,TECRO’sdesignatedrepresentative,CWB,isperformingglobalnumericalweatherpredictionusingitsownglobalmodelandanolderversionoftheNCEPdataassimilationsystem,theSpectralStatisticalInterpolation(SSI).Throughthiscollaboration,CWBwouldenhancetheirglobaldataassimilationsystemandmakeoptimaluseofsatellitedata,includingCOSMIC/FORMOSAT-3.Accordingly,CWBwouldmigratefromSSI(SpectralStatisticalInterpolation)toGSI,andinitializetheCWBglobalmodelwithananalysisgeneratedbyGSI.ThistaskwillcovertheuseofGSIforbothglobalandregionalcapabilities.Inexchange,CWBwillcontributetothetuningandtestingoftheGPSROassimilationintheregionalmodel.Task#9-ContinuinginteractiononearliercooperativeprojectsSeveralearliercooperativetaskshavebeencompleted.TechnologyhasbeentransferredsuccessfullyandisbeginningtobeusedoperationallyatthefacilitiesofTECRO’sdesignatedrepresentative,CWB.NOAA/ESRL/GSD’sdevelopmentactivitiesintheseareaswillcontinue,andfurtherNOAA/ESRL/GSD-CWBinteractionisimportanttokeepCWBstaffup-to-dateoncurrentdevelopments.ThistaskwilldirectlyimproveandupdateCWB’scurrentforecastassistantanddecisionmakingsystematanappropriatelevel,includingnewAWIPSandrelevantforecastassistantapplicationsoftwarereleasesandavailabledocuments.AIT’sdesignatedrepresentative,NOAA/OAR/GSD,hasreleasedthelatestAWIPSOB8.3.1andnecessarytestdatasetstoTECRO’sdesignatedrepresentative,CWB,neartheendof2008.ThisversionistheonecurrentlyusedbyNOAA/NWS.Thisversionisreadytoacceptdual-polradarproductsandhasthecapabilitytointegrateradardatawithenvironmentsamplingoftemperature,relativehumidity,wind,equivalentpotentialtemperature,wet-bulbtemperature,andpressureattheheightoftheradarbeam.CWBwillaccessdatafromtwonewdual-polradarssoon,sothisnewradarproductdisplaycapabilitywillbeextremelyusefulforitsforecastanddecisionmakingoperation.NOAA/ESRL/GSDwillcontinuetomakeavailableanylatestAWIPS-buildsoftware,andtechnicalsupportofAWIPSapplicationssuchaswarningtools(WarnGen,GHG)ifapplicable,duringImplementingArrangement#22.UnderaNOAA/NWScontracttotheRaytheonTechnicalServicesCompany(since2005),anextgenerationofAWIPS(calledAWIPSII)isbeingdeveloped.AWIPSIIisbasedonServiceOrientedArchitecture(SOA).AIT’sdesignatedrepresentative,NOAA/ESRL/GSD,istaskedwithperforminganIndependentValidationandVerification(IV&V)foreachtaskorderreleasedbyRaytheon.NOAA/ESRL/GSDplanstosharesomeofitsexperiencewithAWIPSIIintheareaofSOA,EDEX(EnvironmentalDataExchangehandlesdataingest,storageandcommunication)andCAVE(CommonAWIPSVisualizationEnvironmentisthegraphicaluserinterface)withCWB,ifappropriate,duringImplementingArrangement#22.AIT’sdesignatedrepresentative,NOAA/ESRL/GSD,hasalonghistoryofsupportingresearchandoperationalweatherforecastingbydevelopingadvancedprototypeworkstationdisplaysystems,includinganongoingALPS(AWIPSLinuxPrototypeSystem)development,whichisanupdateofAWIPS,andFXC(FX-Collaborate)development.FXCisanInternet-basedsystemfordisplayingdatafromAWIPSwithadditionaldrawingandbriefingtools.CWBhasinterestinadoptingtheensembleforecastproductsdisplaytoolfromALPS.Forthedatafeedsupport,AIT’sdesignatedrepresentative,NOAA/ESRL/GSD,willcontinuetoprovidetheNOAAPORTdatafeedforCWB’sdataassimilationpurposesduringImplementingArrangement#22.ThiscontinuinginteractiontaskwillbenefitTECRO’sdesignatedrepresentative,CWB,withtheupdatedknowledgeoftheforecastassistantanddecisionmakingsystemdevelopedatNOAA.ThistaskalsoprovidestheimportantdatafeedofNOAAPORTforCWB’sdailynumericalweatherpredictionoperationneeds.Finally,AIT’sdesignatedrepresentative,NOAA/ESRL/GSD,willprovidenecessarytrainingandsupporttovisitorsandforecasters,continuetheexchangeofvisits,providenecessarypapersandreports,andcontinueoure-mailinteractions,ifapplicable.ArticleIV-ResponsibilitiesofTECROInadditiontoparticipationinthejointprojectteam,TECROthroughitsdesignatedrepresentative,CWBshall:A.ProvideoverallcoordinationprojectactivitiesattheCWBfacility;B.AssignappropriatestafftoperformtheactivitiesdefinedinthisImplementingArrangementandprovidesupportinaccordancewiththetermsoftheumbrellaagreement;andC.FulfillitsresponsibilitiesundertheStatementofWorkforImplementingArrangement#22.ArticleV-ResponsibilitiesofAITInadditiontoparticipationinthejointprojectteam,AIT,throughitsdesignatedrepresentative,NOAA/ESRL/GSDshall:A.ProvideoverallcoordinationprojectactivitiesattheNOAA/ESRL/GSDfacilityinBoulder,Colorado;B.ProvideadministrativesupportforpreparingreportsfordeliverytoTECRO’sdesignatedrepresentative,CWB,inaccordancewiththisImplementingArrangement;C.AssignappropriatestafftoperformtheactivitiesdefinedinthisImplementingArrangementandprovidesupportinaccordancewiththetermsoftheumbrellaagreement;andD.FulfillitsresponsibilitiesundertheStatementofWorkforImplementingArrangement#22.ArticleVI-FinancialProvisionsInaccordancewiththeTECRO-AITAgreement,TECROisrequiredtoreimburseAITforallcostsincurredbyAIT’sdesignatedrepresentative,NOAA/ESRL/GSD,inassociationwiththeprojectcoveredbythisImplementingArrangement.AITshalltransfertoNOAA/ESRL/GSDallpaymentsmadebyTECROtoAITforcostsincurredbyNOAA/ESRL/GSDinassociationwiththisImplementingArrangement.ThetotalcostforactivitiesdescribedinthisImplementingArrangementismutuallyagreedtobeU.S.$1,620,000.TECROagreestotransferfiftypercentofthefundstoAITinadvance,withtheremainingfiftypercenttobetransferreduponcompletionoftheyear’sactivities,totheextentthatfundsforthispurposehavebeenprovidedbyTECRO.TheperformancebyAIT’sdesignatedrepresentativeofactivitiesunderthisImplementingArrangementissubjecttotheavailabilityoffunds.ArticleVII-IntellectualPropertyConsiderationsNointellectualpropertyconsiderationsareexpectedtoariseinconjunctionwithactivitiesdescribedinthisImplementingArrangement.ExistingsystemdesignsandcomputersoftwareoftheAIT’sdesignatedrepresentative’s,NOAA/ESRL/GSD,ForecastSystemareinthepublicdomain.Reports,specifications,andcomputersoftwarepreparedunderthisImplementingArrangementalsowillbeinthepublicdomainonceNOAAandCWBhaveapprovedtheminfinalform.ArticleVIII-EffectiveDate,Amendment,andTerminationThisImplementingArrangementiseffectiveonthedateofthelastsignaturehereto.ThisImplementingArrangementmaybeamendedand/orterminatedinaccordancewiththetermsoftheAgreement.TheestimatedcompletiondatefortheactivitiesdescribedinthisImplementingArrangementandtheterminationdateofthisImplementingArrangementisDecember31,2010.FORTHETAIPEIECONOMICANDFORTHEAMERICANINSTITUTEINCULTURALREPRESENTATIVEOFFICETAIWANINTHEUNITEDSTATESTaTungChangBarbaraJ.SchrageDeputyRepresentativeManagingDirectorJuly19,2010May7,2010
