Sourceoffunds CIC’scapitalisfundedthroughissuingspecialtreasurybonds.WiththeapprovaloftheStandingCommitteeofthe10thNationalPeople’sCongress,theMinistryofFinanceissuedY1.55trillionspecialtreasurybondsandusedraisedfundstopurchaseforeignreserves(US$200billion)tobeinjectedintoCICasitsregisteredequitycapital.CIChastopaydividendstotheStateCouncilasitsowner,tocoverthecostofthesespecialtreasurybonds. Governancearrangements AsrequiredbytheCompanyLaw,CIChasbeenworkingonitsinternalinstitutionalsettingandgovernancestructure.IthasestablishedaBoardofDirectors,SupervisoryBoard,andmanagementteam.TheappointmentanddismissalofBoarddirectorsshouldbeapprovedbytheStateCouncil.ThechairmanandvicechairmanoftheBoardareappointedbytheStateCouncil.CIC’sdevelopmentstrategiesandoperationalandinvestmentguidelinesaredeterminedbytheBoardofDirectors.ResponsibilitiesandaccountabilitieswithintheCIC,acrossdepartmentsanddesks,areclearlydefined. Reportingandauditing CIC’simplementingperformanceandaccountingarereportedtotheBoard andaresubjecttothescrutinybytheSupervisoryBoard.TheInternalAuditDepartmentcarriesoutindependentaudits.TheauditreportsshallbeapprovedbytheChairmanoftheSupervisoryBoard.CICissubjecttofinancialsupervisionbytheMinistryofFinanceandperiodicexternalauditingbytheNationalAuditOffice. Investmentobjectivesandriskmanagement CIC’sinvestmentobjectivesarefirst,toinvestinadiversifiedportfolioofoverseasfinancialinstruments,tomaximizelong-termreturnsonCIC’scapital;andsecond,torecapitalizedomesticfinancialinstitutionsasashareholderabidingbyrelevantlawsinordertomaintainandincreasethevalueofstate-ownedfinancialassetsinitswhollyownedsubsidiary – CentralHuijin. CICfocusesitsoverseasinvestmentmainlyonequity,fixed-income,andalternativeassets.CICwillallocateassetsprudentlyandeffectivelyatacceptablerisktolerance.
