TerritorialArmycuts[edit] InOctober2009theMODwasheavilycriticisedforwithdrawingthebi-annualnon-operationaltraining£20mbudgetfortheTerritorialArmy(TA),endingallnon-operationaltrainingfor6monthsuntilApril2010.Thegovernmenteventuallybackeddownandrestoredthefunding.TheTAprovidesasmallpercentageoftheUK'soperationaltroops.Itsmemberstrainonweeklyeveningsandmonthlyweekends,aswellastwo-weekexercisesgenerallyannuallyandoccasionallybi-annuallyfortroopsdoingothercourses.Thecutswouldhavemeantasignificantlossofpersonnelandwouldhavehadadverseeffectsonrecruitment.[34] In2013itwasfoundthattheMinistryofDefencehadoverspentonitsequipmentbudgetby£6.5bnonordersthatcouldtakeupto39yearstofulfil.TheMinistryofDefencehasbeencriticisedinthepastforpoormanagementandfinancialcontrol.[35]
