MainBuilding[edit] Mainarticle:MinistryofDefenceMainBuilding(UnitedKingdom) TheMODMainBuilding,Whitehall,London TheheadquartersoftheMODareinWhitehallandisknownasMODMainBuilding.Thisstructureisneoclassicalinstyleandwasoriginallybuiltbetween1938and1959todesignsbyVincentHarristohousetheAirMinistryandtheBoardofTrade.AmajorrefurbishmentofthebuildingwascompletedunderaPrivateFinanceInitiativecontractbySkanskain2004.[30]ThenorthernentranceinHorseGuardsAvenueisflankedbytwomonumentalstatues,EarthandWater,byCharlesWheeler.OppositestandstheGurkhaMonument,sculptedbyPhilipJacksonandunveiledin1997byQueenElizabethII.WithinitistheVictoriaCrossandGeorgeCrossMemorial,andnearbyarememorialstotheFleetAirArmandRAF(toitseast,facingtheriverside). HenryVIII'swinecellaratthePalaceofWhitehall,builtin1514–1516forCardinalWolsey,isinthebasementofMainBuilding,andisusedforentertainment.Theentirevaultedbrickstructureofthecellarwasencasedinsteelandconcreteandrelocatedninefeettothewestandnearly19feet(5.8 m)deeperin1949,whenconstructionwasresumedatthesiteaftertheSecondWorldWar.Thiswascarriedoutwithoutanysignificantdamagetothestructure.[31] Controversies[edit] Fraud[edit] Mainarticle:GordonFoxley ThemostnotablefraudconvictionhasbeenthatofGordonFoxley,DirectorofAmmunitionProcurementattheMinistryofDefencefrom1981to1984.Policeclaimedhereceivedatleast£3.5mintotalincorruptpayments,suchassubstantialbribesfromoverseasarmscontractorsaimingtoinfluencetheallocationofcontracts.[32] Germandchemicalwarfaretests[edit] AgovernmentreportcoveredbyTheGuardiannewspaperin2002indicatedthatbetween1940and1979,theMinistryofDefence"turnedlargepartsofthecountryintoagiantlaboratorytoconductaseriesofsecretgermwarfaretestsonthepublic"andmanyofthesetests"involvedreleasingpotentiallydangerouschemicalsandmicro-organismsovervastswathesofthepopulationwithoutthepublicbeingtold."[33]TheMinistryofDefenceclaimsthatthesetrialsweretosimulategermwarfareandthatthetestswereharmless.However,familieswhohavebeenintheareaofmanyofthetestsareexperiencingchildrenwithbirthdefectsandphysicalandmentalhandicapsandmanyareaskingforapublicinquiry.Thereportestimatedthesetestsaffectedmillionsofpeople,includingduringoneperiodbetween1961and1968where"morethanamillionpeoplealongthesouthcoastofEngland,fromTorquaytotheNewForest,wereexposedtobacteriaincludingE.coliandBacillusglobigii,whichmimicsanthrax."TwoscientistscommissionedbytheMinistryofDefencestatedthatthesetrialsposednorisktothepublic.ThiswasconfirmedbySueEllison,arepresentativeoftheDefenceScienceandTechnologyLaboratoryatPortonDownwhosaidthattheresultsfromthesetrials"willsavelives,shouldthecountryorourforcesfaceanattackbychemicalandbiologicalweapons." TerritorialArmycuts[edit] InOctober2009theMODwasheavilycriticisedforwithdrawingthebi-annualnon-operationaltraining£20mbudgetfortheTerritorialArmy(TA),endingallnon-operationaltrainingfor6monthsuntilApril2010.Thegovernmenteventuallybackeddownandrestoredthefunding.TheTAprovidesasmallpercentageoftheUK'soperationaltroops.Itsmemberstrainonweeklyeveningsandmonthlyweekends,aswellastwo-weekexercisesgenerallyannuallyandoccasionallybi-annuallyfortroopsdoingothercourses.Thecutswouldhavemeantasignificantlossofpersonnelandwouldhavehadadverseeffectsonrecruitment.[34] In2013itwasfoundthattheMinistryofDefencehadoverspentonitsequipmentbudgetby£6.5bnonordersthatcouldtakeupto39yearstofulfil.TheMinistryofDefencehasbeencriticisedinthepastforpoormanagementandfinancialcontrol.[35] Specificexamplesofoverspendinginclude: EightBoeingChinookHC3wereorderedin1995asdedicatedspecialforceshelicopters.[36]Theaircraftweretocost£259 millionandtheforecastin-servicedatewasNovember1998.[36]However,althoughdeliveredin2001,theMk3couldnotreceiveairworthinesscertificatesasitwasnotpossibletocertifytheavionicssoftware,andwouldnotenterserviceuntil2017.[37][38]TheprocurementwasdescribedbyEdwardLeigh,thenChairmanofthePublicAccountsCommittee,as"oneofthemostincompetentprocurementsofalltime"andtheNationalAuditOfficeissuedascathingreportontheaffair,statingthatthewholeprogrammewaslikelytocost£500 million.[39][36]
