Theintroductionofthestandardestablishedagloballystandardizedqualityassurancesystemformanufacturersandretailers,takingintoaccountthedecreasedverticalrangeofmanufactureintheindividualfacilitiesofthetextileandclothingindustry,andcompensatingforregionallydifferentevaluationstandardsfortheriskpotentialofharmfulsubstances.UseoftheOeko-Texcertificatedocumentscompliancewithhuman-ecologicalrequirementstosubsequentproductionlevelsandconsumers.Therequirementsforobtainingthecertificateareupdatedatleastonceayearbasedonnewscientificinformation.[4] Prerequisites[edit] TextileproductscanonlybecertifiedaccordingtotheStandard100byOeko-Texifallcomponentscomplywiththerequiredcriteria–foranitemofclothing,inadditiontotheouterfabric,thismightincludethreads,linings,printsaswellasnon-textileaccessoriessuchasbuttons,zipfasteners,rivetsoranyotheraccessoryparts. Prerequisites[edit] Productionfacilitiesfromalltextileprocessingstagesofthetextilechainmayapplyforcertification,suchasfibreproduction,spinning,weavingandknittingfacilities,textiledyeingandfinishingfacilities,manufacturersofaccessories,foammaterialsormattresses,producersoftextileconsumergoodsorlogisticscenters.Intheformofanonlinequestionnaire,companiesmustdiscloseextensiveinformationabouttheirproductionconditions.Thequestionnaireisorganizedinsixmodules: Chemicalmanagement Environmentalperformance Environmentalmanagement Socialresponsibility Qualitymanagement Occupationalhealthandsafety Tosimplifytheassessment,anumberofalreadyacquiredthirdpartycertificationscanbetakenintoaccount,forexampletheISO14000familyofstandardsandEMASforenvironmentalmanagement,certificationsbytheFairWearFoundationandothersforsocialresponsibilityandISO9000standardfamilyforqualitymanagement. Eachmodulecontainsso-calledbasicandadvancedquestions.Atleast70%ofthebasicquestionshavetobeanswered.Advancedquestionsareachancetodocumentadditionaleffortstowardssustainabilityandsocialresponsibility.Somemandatorybasicquestionsconstituteexclusioncriteria:Ifthesecriteriaarenotmetintheirentirety,STePcertificationisnotpossible.AmongtheexclusioncriteriaarenoncompliancewiththeSTePstandardsforchemicals,sewageandemissions,childandforcedlabourandtheprohibitionofunionorganization.[10] Certification[edit] Followingapplicationforcertification,companiesreceiveaccessinformationtotheonlineassessmenttool.TheinformationprovidedinthequestionnaireisreviewedbyOeko-Tex,verifiedbyanindependentauditorfromoneoftheOeko-Texmemberinstitutesduringanon-siteinspection,andfinallyanalyzedandevaluated. TheSTePcertificateshowsthescoreandanindividualanalysisforeachmoduleaswellastheoverallsustainabilitylevelthatcombinestheequallyweightedresultsforthesixmodulesandisrankedasfollows: Level1–entrylevel:70%ofthebasicquestions(includingexclusioncriteria)havebeensatisfactorilyanswered Level2–goodperformancewithfurtheroptimizationpotential:Additionalbasicquestionsandadvancedquestionsanswered Level3–exemplaryperformance:67%ormoreoftheadvancedandremainingbasicquestionsanswered Onceissued,theSTePcertificateisvalidforthreeyears.[10] MadeinGreenbyOeko-Tex[edit] MadeinGreenbyOeko-TexisalabelfortextileproductsthataresustainablyproducedandhavebeentestedforharmfulsubstancesaccordingtotheOeko-Texcriteria.Specifically,thetextileproductmusthaveundergonesuccessfultestingforcompliancewiththerequirementsoftheStandard100byOeko-Tex,andtheproductaswellasthemajorityofitscomponentsandpredecessorsareproducedbycompaniesthathavebeenauditedandSTePcertifiedbyOeko-Tex.[11]TheMadeinGreenlabelhasreplacedtheformerOeko-TexStandard100pluslabelin2015.[12] Forconsumerproducts,theMadeinGreenlabelcanbeawardedif1.theendproductistestedforharmfulsubstancesaccordingtoStandard100byOeko-Tex,2.allassemblyfacilitiesareSTePcertified,3.wetandchemicalproductionfacilitiessupplyingproductcomponentsthatreachorexceed5%ofthetotalproductweightareSTePcertified,and4.atleast85%ofthetotalweightofthetotalproductweightissuppliedbySTePcertifiedwet/chemicalproductionfacilities.Thismeansthatminor,light-weightcomponentslikesewingthread,whilerequiredtobefreefromharmfulsubstancesaccordingtoStandard100,don'tnecessarilyhavetobeproducedinSTePcertifiedfacilities. AuniqueproductIDand/orQRcodeontheMadeinGreenlabelenablesconsumerstotracetheproductionofthelabelledtextilearticle:ScanningthecodeorenteringtheproductIDontheMadeinGreenwebsiterevealsthecountrieswheretheitemwasmadeandwhichproductionstagesandfacilities(providedthemanufacturershavereleasedthisinformation)wereinvolvedinthemanufacturing. AMadeinGreenlabelexpiresafteroneyear,andmanufacturersneedtoapplyforrenewalofthelabel.[13] LeatherStandardbyOeko-Tex[edit] TheLeatherStandardbyOeko-Tex(introduced2017)isasystemoftestingmethods,testcriteriaandlimitvaluesforharmfulsubstancesusedbytheOeko-Texmemberinstitutestogloballycertifythehuman-ecologicalsafetyofleatherproducts:semi-finishedleathermaterials(“Wetblue”-chrome-tannedhides,“Wetwhite”-vegetabletannedhides),leather,bondedleatherandready-madeleatherarticles.Whencertifyingleatherproductsthatcontainnon-leather(e.g.textileormetallic)components,therequirementsoftheLeatherStandardarecombinedwiththoseoftheStandard100.CertificationaccordingtotheLeatherStandardisvalidforoneyear.[14] TheLeatherStandarddefinesthesamefourproductclassesastheStandard100.Bothalsoemployverysimilarcataloguesoflimitvaluesforpotentiallyharmfulchemicals.Mainly,fortheLeatherStandard,Oeko-TexhasadjustedthelimitvaluesforChromium:Sinceindustriallyproducedleatherispredominantlychrome-tanned,higherChromiumconcentrationsaretoleratedinleathercomparedtotextileproducts.[15] EcoPassportbyOeko-Tex[edit] EcoPassportbyOeko-Texisacertificationsystemfortextilechemicals(e.g.colourants,opticalbrighteners,antistaticagents,adhesives,cleaningagents).Itwasintroducedin2016.ChemicalsawardedtheEcoPassportlabelmeettherequirementsforsustainabletextileproduction.[16] Thecertificationprocesscomprisestwostages: Screening:Manufacturer'sdisclosuresaboutproductingredientsarescreenedforchemicalsthatarelistedintheEuropeanUnionREAChregulation'sSVHC(substancesofveryhighconcern)listorintheOeko-Texlistsofchemicalswithrestricteduseintextileproducts(RSL,restrictedsubstancelist)–specifiedintheStandard100–andtextilemanufacturingprocesses(MRSL,manufacturingrestrictedsubstancelist)–specifiedintheSTePstandard.AcompilationofthresholdconcentrationrequirementsforgroupsofchemicalsandindividualsubstancesisincludedintheEcoPassportStandard.[17] Analyticalverification:Compliancewiththerestrictedsubstancelist'sthresholdconcentrationrequirementsisverifiedinalaboratoryanalysisofaproductprobeinanOeko-Texmemberinstitute. TheEcoPassportbyOeko-Texlabelcanbeissuedtoproducers,tradersandresellersofchemicalsandisvalidforoneyear. Certificationprocessandcontroltests[edit] TohaveatextileorleatherproductcertifiedbyOeko-Tex,manufacturersmustsupplysamplesofallcomponents(includingaccessorieslikebuttons,zips,studs,sewingthreads,labelsorprints)foranalysistoalaboratoryatoneoftheOeko-Texmemberinstitutes.TheOeko-TexcertificateisissuedaftersuccessfultestingofthematerialsforcompliancewiththeOeko-Texstandardsandthesigningofadeclarationofconformity.Partofthecertificationprocessisalsoacompanyauditatthecertifieditem'sproductionfacility,conductedshortlypriororaftertheissuingofthecertificate.Lateron,auditstakeplaceatleasteverythreeyears. Toverifycontinuedcompliancewiththerequiredlimitvalues,theOeko-TexAssociationcarriesoutannualchecksforatleast25%ofallissuedStandard100andLeatherStandardcertificates.[18][19]Thesechecksinvolveunannouncedcompanyvisitsandlaboratorytestsoflabelledproductsamplesacquiredfromstoresandproductionsites.CurrentinformationaboutwithdrawncertificatesisprovidedontheOeko-Texwebsite.[20] ToensurecontinuedcompliancewiththerequirementsinthecaseofSTePcertificates,Oeko-Texcarriesoutunannouncedon-sitevisitsattheproductionfacilities.[21] OtherservicesbyOeko-Tex[edit] DetoxtoZerobyOeko-Tex[edit] DetoxtoZeroisaservicebyOeko-Texthatassessesthequalityofatextilemanufacturer'schemicalmanagement,chemicalsusedandwastewaterandsludgeperformance.TheDetoxtoZerostatusreportisnotacertificate,butawayformanufacturerstohavetheireffortstowardsreachingthegoalsoftheGreenpeaceDetoxcampaign[22]verified,evaluatedanddocumentedbyanindependentinstitution.[23] TheDetoxtoZeroassessmentevaluatestheprofessionalandtransparentmanagementofchemicals,thereductionrespectivelyeliminationofharmfulsubstancesfromtheproductionprocessandthequalityofwastewaterandsludge.Thestatusreportcanbeissuedforproductionfacilitiesthatusechemicalstomanufacture,dye,print,coatorotherwisetreattextilematerialsandtextileproducts,andforfacilitiesthatproduceaccessories(e.g.buttons,zips,labels)fortextileproducts. ForDetoxtoZero,Oeko-TexhascompiledaspecificManufacturingRestrictedSubstancesList(MRSL)forwastewaterandsludgethatstatesreportinglimitforthecontentofallindividualsubstancesfromtheelevensubstanceclassesthatarethefocusoftheGreenpeaceDetoxcampaign.[24] Oeko-Texemploysaweb-basedassessmenttoolfortheevaluationthatrequirescompaniestoprovidecomprehensiveinformationanddocumentationaboutchemicalmanagement,environmentalprotection,employeehealthandsafetyandcompliancewithlegalrequirementsregardingemissions,chemicalstorageandhandling.Oeko-Texdemandsacompletechemicalinventoryandchemicalmanagementdocumentation,informationaboutemergencyplansforchemicalaccidents,documentsthatproveemployeeshavebeentrainedinmattersofworksafety,permits/licensesforemissions,airconditioning,waterandwastewaterfacilityusage,useandstorageofdangeroussubstances,andtheresultsofawastewaterandsludgetestfromanaccreditedlaboratory.Oeko-Texwillreviewthesubmittedinformationandverifyitduringanauditonthepremisesoftheproductionfacility. TheresultingDetoxtoZerostatusreportsthelevelofcompliancewiththeDetoxcampaigndemandsandpointsoutareaswherefurtherimprovementisrequired.Itisvalidforoneyear;ideally,participationintheprogramwouldbecontinuous,withyearlyperformanceupdates.
